If your OS (particularly Almalinux) ISO install via IPMI gets stuck on "loading vmlinuz" after selecting the option to install the OS, add the following kernel parameter to the installer option by pressing 'e' when the install line is highlighted.

rd.live.ram

This will load the image into memory and prevent the install from failing due to slow media or other related media/speed/BMC/network issue that might be causing it.
